Fix Wa-Shogi conf file

The Running Rabbit did not have the backward step. The primordial
Cloud Eagle is now considered an unpromoted non-promoting piece,
with its own ID (E), rather than a promoted Swooping Owl (+L). The
piece IDs have been altered to not need dressed letters, meaning
Owl and Crow got the less obvious L and U (instead of O' and C'),
while the Violent Stag got V to not collide with Swallow's Wings.
